I wanted to draw your attention to a recent solicitation from NSF for an Ideas Lab titled: Engineering Technologies to Advance Underwater Sciences (ETAUS). The solicitation was partly developed by the Office of Polar Programs and specifically mentions both underwater and under ice applications.

Note that the solicitation does a really good job of describing the uniqueness of the 'Ideas Lab' funding mechanism.
